REQUEST FOR PROPOSAL RFP#2017-25

Purpose:

The overall objective of the Snides Lake Feasibility and Business Case initiative is to identify and establish a comprehensive argument, complete with quantitative and qualitative information critical to a decision process in the timing of the future development opportunities for the proposed development of Snides Lake.

Sipekne’katik (formerly known as Shubenacadie First Nation) is executing this project to provide recommendations for the development of Snides Lake, a 234.96 acre parcel of fee simple land near Exit 10 on Highway 102.

As the Nova Scotia economy continues to grow, we believe Sipekne’katik and Snides Lake are strategically located to benefit from this trend. Sipekne’katik must be ready to present a strong case for development. To ensure we are able to serve and market to potential organizations/residential developments who wish to partner with Sipekne’katik by locating at Snides Lake we must ensure valid information regarding markets, trends, infrastructure, taxes, employment, statistics, etc are available.

Scope of Work and Deliverables:

The feasibility study, inclusive of a business case for support, site plan and artistic rendering for the Wallace Hills Development will identify the barriers that must be addressed in order to successfully carry out the development. At the conclusion of this consultancy Sipekne’katik, its Chief and Council, Administration and its Development Corporation will have a clear set of perimeters to help them achieve a competitive advantage for the future.

This engagement should include, but not be limited to, the following:

• Infrastructure Assessment
a. Including assessment of using on site systems vs accessing neighboring municipal systems
• Land Assessment and Land Use Planning
• Market Study, Opportunity Analysis and Development Potential
• Design Concepts and Site Plan (artistic renderings)
• Cost Estimates for development
• Business Case including Financial and Economic Analysis

Proposal Requirements:

Proposals submitted for consideration of this work must include:

• Key activities and methods that will support the deliverables
• Detailed budget and proposed payment schedule
• Workplan, milestones and associated timeframes
• Consultant(s) qualifications. If more then one consultant is proposed to be part of the project, identification of which consultant will be contributing to which deliverable and in what manner (and related fees)
• Include description of previous relevant experience
General Requirements:

The consultant(s) shall be responsible for the quality of work performed, the associated costs and the scheduling and performance of sub-contractors.

The consultant(s) shall expect that the need and timing for additional meetings will be determined by Sipekne’katik. Furthermore, the consultant will be expected to be in regular communication with Sipekne’katik throughout the duration of the project. As well, budget for one community engagement session to present and discussed proposed concepts.

No change in the final terms of reference or in the personnel specified in the consultant’s accepted proposal will be permitted without prior written authorization by those with authority to do so.

Project Timelines:

The anticipated timetable for the project is as follows:

Call for proposals issued: Thursday, February 8, 2018
Proposals received: Friday, February 23, 2018 (1159 am Atlantic Time)
Anticipated award of Contract: Tuesday, February 27, 2018 (Duly Convened Council Meeting)
Project Start Date: April 1, 2018
Project End Date: September 30, 2018

This Request for Proposals is being released in anticipation of approved funding. No award may be made until such time as funding is approved.

This Request for Proposals is being released in anticipation of closing the land purchase. No award may be made until such time as legal ownership of the land exists.

Sipekne’katik will not necessarily accept the most economical of any of the quotes received and it reserves the right to accept of reject any or all quotes received, and can extend, amend and modify or withdraw without notice, at the sole discretion of the Band.

Sipekne’katik is not responsible for any and all expenses associated with proposal and quote development.
