You are invited to submit one copy of a quote to provide a review of Sipekne’katik’s existing organizational structure/hierarchy and provide recommendations for improvement.
Scope of Work
Sipekne’katik is looking for assistance in reviewing its current organizational hierarchy to determine if additional human capital is required to efficiently and effectively operate and meet the needs of our stakeholders.
Sipekne’katik is a complex organization which includes the following departments:
• Social Assistance• Band Administration • K – 12 School• Post-Secondary Education Program• Housing• Operations and Maintenance • Economic Development• Lands and By-Law• Community Health (Health Centre)• Employment and Training• Gaming (VLT Machines)• Tobacco Store• Fisheries• Gas Station
Currently, these departments are administered under one corporate umbrella (Sipekne’katik). The Band’s revenue for the 2018-2019 fiscal year was $42,744,871 with over 200 employees. Having seen significant growth in recent years, and anticipating more to come, it has become necessary to consider whether the Band is appropriately structured.
Areas that require review will include, but are not limited to, the following:• Director of Operations Position (aka CEO)• Human Resources Department• Finance Department• IT Department• Purchasing • Engineering• Economic Development (note that some work was previously completed with regards to a separate Economic Development Corporation).• Occupational Health and Safety• Please budget additional time for areas not listed above that may be identified as part of your research
We anticipate this project would require the following:• Meet and consult with Chief and Council, Senior Management, Managers and Band Members to get an understand of our needs (Sipekne’katik will pay for any costs related to any community meetings)• Research and understand our existing structure, policies, processes and how authority is delegated• Identify strengths and weaknesses of current structure• Research comparable organizations and their hierarchies (other Bands, municipalities, etc)• Research alternative structures/positions and their strengths and weaknesses• Research responsibilities/sample job descriptions for new positions and market salaries for our region• Provide a recommendation for changes to our structure and/or adding positions
All deliverables, with a draft of the report, must be presented to Council by January 31, 2020 for review and approval. The final report, incorporating any changes, is due February 28, 2020.Please include a proposed timeline as part of your submission.

Additional Information• Payment terms will be finalized as part of Sipekne’katikreaching agreeable terms and conditions with the successful bidder(s) and will be based on successfully meeting milestones / progress payments. • Sipekne’katik will not necessarily accept the lowest proposal received and it reserves the right to accept or reject any or all proposals submitted• Sipekne’katik is not responsible for any and all expenses associated with proposal development.
Sealed proposal will be accepted until 12:00 PM Atlantic Time August 23, 2019. Each proposal should be signed and submitted in a sealed envelope and addressed as follows:
